The signs was set up near あきばお～零 and ニッシンパル shops. There is even a chinese version. O_O;

Edit: Maybe the chinese version is there because of this news. That article talks about 2 chinese arrested for selling pirate software.

This sign was set up by the police and couputer software copyright association.

Next time when you go to Akiba, you might be able to see these signs.
